In
the short term, we are developing new practical work methods
in architectural, engineering and technical control practice,
which facilitate effective compliance with the legally
binding performance targets agreed in the 1997 Kyoto Protocol
to the United Nations Framework Convention on Climate
Change (UNFCCC).

well that the European Union must achieve a far greater
level of improvement in construction performance than
Canada, USA(!?!?!), Japan,
Australia,
New Zealand or Russia - if its legally binding commitments
under the 1997 Kyoto Protocol are to be met.

must be shown by all parties to the Protocol (Article
3.2). This is not happening .... and the worst of all being .... Austria, Denmark, Greece, Ireland, Italy, Luxembourg, Portugal & Spain ....

Regrettably,
it must now be stated that the Bush Administration (USA)
opt out from the Kyoto Protocol is not only dishonourable
.... it is a blatant act of short term selfishness which,
in the long term, will place a heavier burden on US industrial
sectors .... but is already resulting in strategic difficulties
at global level. (Did Enron dictate this
policy ? Now, where are they ? ......
Or, was it really ExxonMobil who demanded
that this non-policy be implemented ?)

the Bush Administration's pressure on other parties to
make the Protocol unworkable is entirely unacceptable.
St. Valentine's Day 2002 - President George W.
Bush announced 'his' alternative US National Climate Change
Policy .... an unneighbourly, immature, irresponsible
and unethical non-policy .... and a plan designed to fail
!

then, just a few months later ?

in Ireland
Since the turn of the New Century (& Millennium),
Construction in Ireland has been in a 'Critically Serious Overheat Mode'.
The Quality of Construction has suffered widely and badly.
Indeed, such has been the extent of the Boom
that Organizations and Individuals have resorted to importing
many innovative construction products and systems ....
often with scant regard for ensuring that these
are 'fit for their intended use' on Irish Building Sites.
We continue to receive complaints and requests for help from the public.
Our very clear recommendation, for Innovative Housing Types in Ireland,
is that Domestic Sprinkler Protection from Fire must be installed ....
in addition to the mandatory Fire Separating / Resisting Construction
and Fire Detection Systems specified in Building Regulations.
Domestic Sprinkler Protection from Fire must also be installed
in Timber-Framed Houses.
